Journeymen Fishing?

So, I seem to be a bit confused (bear with me I'm a new player). I play legion, and I can't seem to unlock journeymen fishing. I unlocked up to 8 gold in fishing, but the option for journeymen doesn't appear. I checked the available box, but it just shows up as the next gold option, not journeymen. Because of this, I can't rank my fishing above level 75. I'm a horde goblin warlock, if that matters any.
